Bioforge is a fusion of Noxus and Zaun
I would assume it's a lore-based thing since Leona isn't associated with any of those factions. She's just from a mountain. Getting a tan.

The more I think about it, the eclipse Leona would be better then steel legion.
And eclipse diana wouldn't work tho since that's what she wanted in the first place.
What would be the reverse for Diana that could equal eclipse leona?

MS quints are pretty much not bad on everyone.
I would say on junglers they are more relevant in the early game than they are on other champs, where you might buy them to scale into late game better.
