To be fair, it wouldn't be beyond canon for refugees to wear non-standard clothing. All the major refugee characters do already, and the rebels during the street war wear old non-standard sweaters.
I'm pretty sure it's not 'special non-standard clothing'. I think it's just the blue is their work cloths, and or the clothes they have to wear outside. The white jacket clothes are their 'comfort' clothes for when they're not working, and the green shirts that the rebels wear are just the shirts that are underneth their 'comfort' clothes.
What green are you all talking about?

I think he means the rebels that wear green or blue sweaters during the uprising.
I always hated that about HL2, all the rebels and folk looks exactly the same.
for some reason it took me 2 years to notice that all citizens had the same voice

Well they try to hide it by having different people speak in different pitches.
Is there a single male and female voice actor? Because I swear the black citizen always had a different voice.

That was probably just playing with the pitch of the original VA.

All of the white males are played by John Patrick Lowrie, dunno about the africans though.
Nah, all males have one voice, and all females have one voice.

EM's going to remedy that partially by having different languages, which were done by different actors and thus different voices. Awhile back I think we mentioned maybe having some of FP's VA's do accents (british english vocals for example).
