IMO yes. ZC2 also has flaws though. I thought the atmosphere was a bit weaker in a lot of areas than the first game for instance. But overall I don't think it's any worse than the first game. I would say they're about on par.
As someone who loved the first game, I must say that I am really disappointed with Zeno Clash 2. The game feels very dull so far. (I'm about 3-4 hours the way in.) The art style is still nice and the universe is cool: but the combat feels very clunky and boring now.
