I've always been a big fan of PC horror games.
Although the original FEAR is not that scary, play it and then play FEAR: Extraction Point. That one is pretty damn creepy.
If you can find the PC version of Condemned: Criminal Origins, go for it. Definitely one of the scariest.
I also recommend Dead Space, but make sure you keep your volume high so you can hear the ambiance clearly. The game's atmosphere is largely determined by its sound.
I have said this many times, Call of Cthulhu. It isn't ACTUALLY scary, it's just psychologically scary.
Wait until Amnesia: the Dark Descent is released, should be in September.

There is no Psychological horror in Call of Cthulhu at all. Everything is physical ( at least to the player, maybe not to the character)

I liked it but I stopped playing it due to the pain in my finger from constantly holding down left trigger.
I'll tell you what, everybody loves to hate Silent Hill 5: Homecoming, but I loved that game.
I thought it was much scarier then the older Silent Hill games. The encounters were much more intense that's for sure, the monster designs were varied and creepy as hell, the circumstances often forced you into narrow combat or escape.
There was this one time I was in this building to take shelter from the mob of monsters hording outside at night, I was doing this objective or whatever for about 15-20 minutes and had built up a sense of security, I climb down this ladder and a fucking man in a gasmask is standing there right behind me, doesn't send off the radio static or anything. I screamed so loud like a bitch. I had a couple friends there too and they were laughing their asses off.
