Silent Hill Homecoming was a good SH game, I agree with that, and alot of people hate the game just for the sake of hating I guess; but it wasn't as scary and had too much action - still not a reason to totally hate the game.

That game isn't even scary, I think.
System Shock 2 was properly scary. Penumbra had a great atmosphere, brilliant horror game.
Personally i have never found Penumbra as scary, it's tense but it's not scary at all.
Actually coming to think of it, I never really played penumbra long enough to get a TRULY conclusive idea about how scary it is.

There really is a lack of good horror games anymore. They appear to now involve the shooting of monsters with large guns, e.g. Resident Evil, Dead Space. You have finished Penumbra so that is probably the scariest gone... System Shock 2 can give you some scares, but your best bet is to probably wait until Amnesia Dark Descent comes out.
