Let's drop the whole "it's a beta" argument can we? Classically, the point of a beta is to report bugs well before the release time so they can be fixed before the product is released. Nowadays the closest thing you'll get it an angry thread on the official forum, full of people complaining that "the game is broken" because of a particular bug, but they can't give any way to reproduce it or how many times it happened etc. In this day and age, beta's are put out by a developer so that the general public can see their game before it's released. In this case, since the planned launch date is in October, they wanted the kids with summer vacation to get a chance to play it all summer so that they would buy it when it finally does come out. Even if they did want a true beta, they would not want it to be open to all fileplanet users and advertised to hell and back, unless they were specifically looking to do a stress test, which are usually done near the end of development. So yes, in this case, it is perfectly fine to judge this game the way it is right now. Besides, the reason the game sucks is problems with the core gameplay, which is not something easily fixed this late. The problem is that it's BC2 reskinned and basically put on smaller maps. That's not something you can just go "Oh hey, I see! Let's fix this today." It'll take many meetings and balance analyzing, which large publishers take much time on.
Oh, and don't get my started on the "you make a game if you don't like it" people. That attitude is just so fucking retarded I don't even know where to begin. Let's start with "I have a right to my opinion"?

Betas are for fixing bugs, not making major gameplay changes. By beta software is usually considered feature complete.
