I haven't seen any weather :( hell I just got my first wolf.
Weather should be per biome, but still global, to keep it fairly simple. Like all rainforests in the map will have rain almost constantly varying from light sunny rain to dark storm, while other biomes the rain will be on and off, and some biomes could even have occasional snow fall even if they aren't snowy biomes, but have the snow melt away after a few days of no snow. Deserts could have occasional sand storms that almost completely blind you.
Will excessive raining cause flooding?

Ok so the mine cart achievement, does it mean you have to travel 1Km on a minecart? Or do you have to be 1Km from your spawn? Or both?

You need to already be moving at a decent speed.
It would appear that the update broke my server.
Every time I try to connect I get "CONNECTION LOST: END OF STREAM".
It worked fine last night so I'm assuming it's the update. Any way to fix it?

People are using texture packs which included a texture for a block that never made it into the game, but that was used for grass sides.
So when they use fancy graphics, instead of drawing the side of the grass, it draws obsidian or such.

Why don't they spawn in caves then? They sound finished.
Does weather appear on multiplayer?
Aint seen any yet and we have been playing for 2 hours.
