Does anyone know how the npc spawning works now? Is it still based on lighting intensity, or does it now depend on what block they are standing on? (IE spawning on dirt blocks only)?

Hostile mobs depend on (lack of) light.
Passive mobs depend on grass tiles and light.

The reason I hate cows is because they sound stupid and do nothing but push me into lava, while slimes scare me. I didn't know what they were and if they were in there, so when I fell down a shaft with a giant face staring at me, I fell out of my chair. Plus they kill me. A lot.
what i've gathered:
*reeds added, which make paper, which make books, which make bookshelves
*clay added, which makes bricks, which makes brick walls
*slime enemies added that split into smaller versions of themselves, and spit green balls which you can pick up.
*chain mail?
*fixes and art upgrades for the cactus
*the character waves their arms less
why is it, that everyone finds update crap, and i only have found milkable cows and books

You just haven't been searching in the right places, Slimes only spawn deep underground. And clay appears along sand.
What the hell, since the update i'm getting 5 fps.

AS of today, this is my (temporary) home, and storage. Along with a railroad, that will go into the ocean and become something awesome. Not sure what it is yet, but it's in the works.
