I have two 3 gig 580s and the game runs relatively great, esp draw distance and textures without a specific driver update, because nVidia is a lot more on the ball in terms of broad OGL support.

Looks like most of the performance issues are because the game actually doesn't create its own dynamic cache file like it's supposed to.
You'll have to make one in the same account that you have RAGE installed to.
X: XAccount/XUser/appdata/local/id software/rage
You also have to set fc_maxcachememoryMB XXXX in an autoexec.cfg text file, where X is about half your ram. Pow. Instant framerate upgrade.
CPU priority is also auto set to low, has to be changed after you launch.

Or it's because id almost always work closely with nVidia and mostly ignore ATI, and obviously not even test it on enough ardware leaving ATI to fix the problems themselves on release.
I mean, the exact same thing happens for some games with nVidia. But when it happens to ATI for some reason it's ATI's fault?
Whenever it does happen to EITHER companies, the problem is always fixed, pretty quickly. So considering they're VERY capable of fixing the issues, what makes you think the issues are their fault when the fixes come along so quickly?
It's entirely id's fault and not ATI (or nVidia, depending on the scenario).

I hate it when people do that, blame it on the make rather than the game itself, ATI works fine for games and people are ok with it, but as soon as a NEW GAME comes out it's obviously the problem with ATI when it doesn't work properly on that NEW GAME.

Umm yeah it is. The ARB standard has been for some time, and Splash Damage had to wait, and so did id despite the specs and codebase being readily available. Do you see a day one patch for nVidia equipment? No, you don't. Carmack said this was going to happen and it did. It's cute to see you jump on the bandwagon again like the good old days, but this was a known quantity, and it played out exactly as the dev said it would. ATI has a much smaller team and it shows. Simple as.

The enemy AI and animations are brilliant. Everything else including the weapons, are absolutely generic. The 1P wep anims are also ass.

name the folder "Cache", no extension. The game will start writing files in it immediately.
Even with all the things people say about this game, I'll probably still like it. Hell, I absolutely loved Vivisector.

I'm not surprised, when you try to make a system that automatically sets graphics options based on a person's computer, there's bound to be problems.
That's why I'm waiting on buying it. My computer has two graphics cards, an nvidia and an integrated one that switch off depending on what I'm doing. With my luck it'll detect the integrated card on setup and I'll not be able to run it at all. I've had punkbuster problems because of it as well.
So are there any config files to manually set graphics options? I really have no idea why they'd not have the option to just set it manually.
