It was never actually 3 hours. Just 2 hours and a few minutes. Steam only counts full hours, so even if it's just a minute over, it still shows as a complete hour. It's misleading.

NO, it says on the steam page a "Tile Based Map Generation Tool". Hopefully it's simpler than Hammer.
