EDIT: Tropico 3 or Red Faction Guerrilla. Tropico 3 is fairly upbeat, and Red Faction Guerrilla is generally pretty well lit. Plus destroying buildings.

Soul Calibur IV is really bright on most maps and has fancy boobie physics. A lot of the characters have primary colors and happy endings too.
Buy a Wii? The console is white, the menus are white, the controllers are white, and everything is lit up with a bright blue light.
Very homey feel.

And I got Banjo Kazooie: Nuts and Bolts and the original Viva Pinata, only because they came packaged together for $8. Not bad at all.
Shadowrun is pretty colorful. The only thing is that it's practically multiplayer only. And no, it's not dead, and it's only like $15.

Shadowrun is still somewhat populated, and is pretty fun. The only issue is that PC people and 360 people get to frolic around in the same arena.

I played one game recently. I went Demo and raped. The fcukers were too stupid to upgrade their sentries and almost EVERYONE was a spy. On fucking Dustbowl.

I loved the normal sonic parts, but the wear wolf thing was fucking stupid and boring.
Kameo: Elements of Power was a fun, bright game. I loved the visuals, especially the water themed areas. I don't know what kind of game you're after though so it might not be your cup of tea.
