a production license is a type of license that lets you produce whatever you are licensing from an ally. they don't produce them, they just let you make them

No, they don't build them. You do. They are essentially just selling the designs to you.
It's like how the USA doesn't sell any AH-64's to the UK, but instead allows the UK to build them.

Even on very easy mode, you can't even build a unit before the game is over from lack of IC.
To legitimately defeat them, all without cheats, is impossible, I guarantee you.

Well yes, legit it is, I used cheats to give me max money, I used Debug Yesmen, and bought like a billion troops from almost every country worldwide.
In some part of germany, Germans were Killing Germans with German guns.
Well, I've been playing as the glorious Yugoslavians, partly because of this thread, partly because they are so nicely placed for joining the axis and then conquering.
Here is the current map:

A lot of countries on there are puppeted, I'll try and point them out.
Cezchs, swiss, and polish are Germany's puppets, Mexico is a puppet of America, as well as some asian country. Saudi Arabia is a Slavic puppet, but the country above it, iraq, can't be declared war on, other wise it'd be another puppet of the Slavs. Most of the Asian countries are either soviet or Japanese puppets, if they don't have the U.S.'s colors.
As one can see, the Slavs are doing pretty good. Not as well as I wanted, but I can't be blamed on that. The game refuses to allow my ships to go into certain waters. These include any exits from the Mediterranean to any other sea, so my ships are trapped until I move units over land, take a dock, then produce a transport and place it there. Right now the Slavs in my game are 6th for victory points, coming in at 78. Germany has the most with 201.
The main axis members are: Germany, Yugoslavia, Italy, Japan, USA (joined in that order)
The main Ally members are: Britain, nationalist Spain
soviets haven't changed
And that's how my game has gone so far. Only late 1940 too.

Your game as the slavs is almost the same as mine, except i took austria and the czechs too, and even Portugal before everyone joined the allies, your lucky the USA joined the axis, joined allies in 37 for me D:
However i'm in trouble now, i joined the comintern instead of the axis, but now ill have to fight a two front war with italy AND germany, while i dont have an army capable of fighting either of them.
Lets just hope the allies will rush to my aid.
