Idk you really have to test it yourself. Right now I have a vps with 15 slots on 2 gb of ram and a unmetered 7 Mbit line. I run 7 players no lag. I could go more if I wanted.

Edit: And no, I'm not playing SP for the gameplay, just for the ultimate sand box as I'm basically invincible while building stuff like that tunnel and the long road. Makes it alot less tedious as I don't have to worry or run all the way back to the project.
