Companies really [b]REALLY[/b] need to stop putting DRM on games and shit, so we can avoid stuff like this. It especially isn't needed if you bought it through steam.

Becoming part of the viscious circle behind DRM is not the answer.
I recommend, verifying you game cache, restarting steam then launching the game. When you try access the DLC, alt + tab to the activation program and try again. I had to do this.

It's not a circle, because someone gets bit in the ass, and if publishers aren't smart enough to realize that DRM doesn't stop piracy and fucks over the consumer, then they can be the ones who get bit in the ass, not me.
This situation doesn't even count. He already [b]bought the game[/b], therefore the publishers have already reaped the benefits. If he pirates it now it will be a mutual transaction when before it was just the publishers taking his money for a product that doesn't work.

Who really cares honestly? I highly doubt it, but honestly, I respect the developers, not the publishers. I love developers but publishers are fuckbags and I couldn't care less about their ridiculous TOS agreements if the Devs are still getting their royalties.

You could try to manually extract the needed files by extracting the activation helper file you got there by opening it with WinRAR.
Maybe you can get the DLCSetup.exe - the actual activation tool - out of there this way.

Well nowadays they eventually release patches that forgo the need for discs and in some cases they don't include it to start with.
