It's because they pulse acceleration I think; the carts lose their momentum between pulses and you don't pick up much speed.

Not correct :P It is bit smaller than 60x60 because bigger one would have intercepted with the river/towers/basements/houses etc. Currently it's about 55x57 and dunno how deep it goes by now.
