How would I convince a friend to get the Orange Box for the PC instead of the Xbox?

No she won't, I started on consoles and moved on to PC when I saw how glorious it was. To show you how drastic of a decision this was, my PC could only get 10 fps in firefights at the time, yet I still bought it and enjoyed it more. [i]And[/i] this was before even the medic update.

Convincing her to get The Orange Box for PC sounds like the jerk thing to do. She probably has her reasons for getting it on the 360, such as socializing with her friends and possibly playing with them on TF2.

I am aware that the PC version is a better deal, but the only positive things about getting it for PC are the TF2 updates and the ability to download mods. I don't know her, but it's possible that she's only getting it for HL2 and/or Portal, in which case the TF2 updates don't matter to her. If that is the case, then the only benefit for getting the PC version is for the mods, and if she is getting the 360 version for socializing with her friends, then she's probably not going to be swayed from her decision.

Like I said, I don't know her, so I may be completely wrong.

Alien Swarm gives access to all mods that Half-Life 2 can, due to giving the Source SDK. However, if you want to play things like Nightmare House 2 or Research and Development, then you're gonna have to get Half-Life 2: Episode 2.
