Talk to both Miranda and Tali. When you get to the end of the romance subplots for them, they'll ask you to choose one or the other. Tell one that you choose her, but don't go tell the other one anything. Go through the suicide mission, it will play the romance scene for whoever you chose. After the mission, go to the other one and say you choose her. The romance scene will play.
Whoever you make love to last is the one that can be called up to your cabin and whatnot.
