Actually, it does, in the intro. But one could assume that thermal clip technology wasn't exactly widespread up until 2185(ME2), and that Shepard, being a spec. operative, is well aware of their existence and could identify when a gun didn't have one. Or the gun said that it doesn't have a thermal clip, and considering that the station was getting razed by mechs, it makes sense that he didn't stop to ask what the fuck a thermal clip was.
