Backstory, Dialog and so on. I thought Tali was interesting in ME1 because i talked to her to learn about the Quarians. I talked to Thane in ME2 because i liked the stories he told and i talked to Legion because he was simply awesome.
It's a lot of personal taste i think

Frankly it's pretty hard to come up with reasons why I get "cool" vibes from someone like Garrus and "uncool" vibes from someone like Jacob. It's like trying to explain what properties of peanut butter make it perfect.

Jacob is boring. He never says anything remotely interesting and conversations with him are so forced and awkward.
Admittedly though, conversations with Garrus weren't very interesting either.

I won't really miss Jacob. He was okay, but as a squadmate he was pretty bad, not very good weapons and powers combo. Also he made the impression he was a very skilled soldier. Then why did he wear nothing but tight jumpsuit?
