What a horrible excuse for not making a colony, "The council won't let us". They do not control the Galaxy and with one of the largest fleets in the Galaxy, they would be more than capable of defending a colony in the Terminus or Attican Traverse. It seems more like an excuse to complain about their problems and go around looting any planet they see.

If they were to be converted to defend a colony then they would be able to defend a colony right next to Omega. This is not about what they are, it is about what they could be and the Quarians incompetence in creating a stable situation for themselves instead of whinging and blaming the Geth.
