There is honestly no society that works where you have government agents that are above the law and cannot be punished no matter what. Yes Spectres would have more power than CIA agents, but it was just an analogy. What if a Spectre tried to form a coup d'etat? Well you couldn't stop it because he's above the law, right?
Even Spectres have limits on what they can and can do, killing 30,000 civilized beings is obviously going over a line. Also keep in mind that not all Shepards were Spectres in ME2 (mine wasn't, I killed the council, but in a paragon way).
