The only Quarian we've seen who wants peace is pretty much hated by everyone else, and he's a dick. Sure, it'd be great to have them both together and I told them not to go to war, but a few words of peace isn't going to make 200 years of tension go away.

Based on the length of Sovereign compared to the Relay in ME1, I'd say 1.5-2 kilometers.
