They regain health after a short while. You can give them potions too.

It is beatable with AoE attacks and probably a lot of potions. Tips for anyone who gets teleported to this hellhole, constantly attack or the big slimes will regenerate health and KILL ALL SLIMES POSSIBLE. Is that respec potion a mod, by the way or it's included in the game?

Nope.
Yeah they included in the game so at to know people would want it, but didn't have it for sale anywhere or any way to get it. I would have assumed they just would have a price that went up per level to respec, but no.
They probably decided against it for whatever reason but left it in the game files for the sake of modding. I mean, if they release a tutorial about modding NPCs or whatnot, I'm sure it'll be something like "creating an NPC that sells respec potions." I'm sure if we were to dig enough, we'd find all the resources to make another respec-ing (respecing? respeccing?) NPC.
