There's loads of players on RO2, the ingame server list didn't/doesn't show much of them. Check the steam server list instead.

I got the dreaded "an unexpected error has occurred" on Steam when checking out, then I pressed "continue shopping" on accident. I notice the games are in my list now, but it tells me the order didn't process yet and the games are still in the cart. Will the order process eventually on its own or do I need to repurchase the games I got?

If the games are now in your list, and the money was removed from your account, then Steam considers this sale finalized.
I didn't get a confirmation email though, and I can't play the games because the order hasn't processed.
I'm just going to try buying it again.

GTA IV Complete = $7.50 (same as US price)

It could be because of slow servers, but I've bought several games just fine. If it continues, contact Steam Support right away. They are going to take an incredibly long time to reply to you, so you may want to do it sooner rather than later so you don't miss out on any deals.

It's mediocre.
Definitely not worth much since it was overhyped and doesn't really provide much in the way of gameplay.
It's pretty, and you can do some things, but it offers very low replayability, and since the main draw is it's story, which isn't that great, all you can really do is walk around and admire how they made the Source Engine look relatively good.
For $2.49, I would get it, but that's only because I'd suggest getting any game that was 75% off and less than the price of a soda. It'll provide you just as much enjoyment as one, so don't expect to be getting something amazing out of it.
If you don't already have it, Bastion or FTL are greatly superior for similar cost.

put -nomemrestrict and -norestrictions into your steam launch parameters, then turn everything to low, turn textures up to high and it should work fine on most computers made within the last 6 years.

I'm thinking about grabbing Sins of a Solar Empire but I'm not sure if I should get Trinity or Rebellion. I've read that Rebellion is a standalone expansion pack, so does that mean that if I get just Rebellion I'd be missing out on some stuff that was in Trinity?

If you're talking about 3 and NV, they're probably going to go on sale at some point. If you can, wait through the rest of the sale and one or both of them are probably going to be daily deals.
If you're talking about the originals, I'm not quite sure, but I really hope they go lower.

I do hope the Fallout Collection (1/2/Tactics) goes on sale for 75% off, I would enjoy that.
