Exactly, but some don't read the market price earlier or don't care so they price it 5-10 cents under market. All I do is buy those and put them back up for a little under market price.

I'm guessing this is the best place to ask this since I don't know how Steam summer sales work.
I heard some games drop in price if you wait a while during it's sale and I'm wondering if that's true.
I.e. if a sale for a game that's 50% off ends on July 22nd and if I waited 'til like, July 19th, it would become 75% off or something?
That's correct. Most games will only drop once, but some may drop twice (e.g. daily deals might become community choice deals and vice versa)
I've got $1.29 in my wallet, my friend gifted me Shellshock 2 so I want to return the favor (because that was really nice of him when I wasn't expecting it).
He plays a lot of different things, I know he likes the Total War series, we both play the Red Orchestra games. Anyone have ideas?
Right now there's a ton of games that fall under $1.29, some good games too. I'd get him a joke game like [url=http://store.steampowered.com/app/45100/]Secret of the Magic Crystals[/url] but it'd be nice to get him something he'll like. I could go half joke and half serious, get him Dinner Date and Iron Warriors: T-72 Tank Commander. Also the Commando games look pretty good.

I'm just sitting on the summer getaway ones until people use them all in a year or so and I can sell them for big dosh.

No it says in the FAQ they can still be traded and crafted into the badge after the sale, just that new summer sale cards don't get created. So in a few months they will be pretty rare.
