After you beat the Elite Four. If I remember correctly, it is at the route left to White Forest/Black City.
Unless you want to transfer over one of those event Pokémon (Shiny Entei/Suicune/Raikou), that's in Castelia City, with a professor that asks for a password.
Its the same password used by mystery gift I believe.

I think those were the Mystery Gift passwords too, but I can't remember. Anyway, it's only useful for the event Raikou/Entei/Suicune/Celebi, and the as-of-yet unreleased Lock Capsule (which contains TM95, Snarl. Whoop-dee-doo).

Well, now that I finally got some trainers in Black City and got all Fossil Pokémon, it's time for some immature fun.
Just renamed my Ditto 'son'. It's great every time I get him out of daycare.

in gen 1 when you run out of pokemon it says "XXXXX blacked out" so in gen 2 i thought i'd call my trainer "nigga" but when I fainted it said "Nigga whited out" and I was all oh for gods sake

So recently I opened my copy of White and started a new game to mess with

Use the Entra Link on someone with the other version. Then, go to their Black Forest/White City, and talk to people. They'll say stuff like "Man, I wish I lived in a city, can you take me to Black City because I'm obviously to stupid to know a capital city exists somewhere in the world so you have to take me to there lol".
Repeat for every person in the Forest/City.
