Yes. You could double battle, skill swap and then switch the skill swapped Poke to reset it's ability.
Snivy doesn't even learn Attract without a TM.
I'll bet that it ends up being some sort of plot twist later in the series.

They have really high catch rates because you're supposed to catch them so it wouldn't have been hard otherwise
I know, but it still feels a little weird catching a Pokémon spoken of in legends with the Quick Ball you threw while it had full hp just for fun.
