All you have to do is go to any pokecenter and talk to the nurse to the far right. You can then access the GTS and look for pokemon but lots of people demand lots of stuff so I usually just deposit pokemon and look for takers. Foreign pokemon are useful in breeding and have a higher chance of yielding a shiny (4x I believe) than the usual rate.

Aaaanndd I just got a japanese zorua from the GTS. My tip: Breed some starters and just throw them in the GTS. You'll get good trades occasionally.

The Bulbasaur is level 1, or if it's possible I could trade my egg of another Bulbasaur I have, it's bred from a Japanese Ditto, so shiny chance is up there.

As long as the two Pokemon are from different -languages, not regions-, it'll work.

Sorry, I know how hard it is. I luckly have a friend from Japan and he caught a ditto for me.
Just got an Ekans from the game center on HeartGold.
I might get this game soon, or will. Bad news is, well, I will most likely miss out on the Liberty Pass thing, oh well.
