I'm thinking of buying Tropico 4, but I've noticed that Tropico 3 has higher ratings (though some of those lower ratings for 4 are supposedly because it didn't change much from the previous release). So I'd like to know, is 4 just an improved version of 3 or is 3 actually better in any way?

People find both to be rather pretty disappointing.

It was removed from the Store some weeks (maybe months?) back for no apparent reason. A [url=http://steamdb.info/sub/29197/]2013 version was added to the database[/url] last night so it might be back sometime during the summer sale.
