Yea, I found it in a really hard-to-reach stash in Yanov. Which kind of doesn't make sense, who would stash such a good artifact for later use? I already collected well over 60 artifacts in SGM but I haven't even seen Vasilik spawn in an anomaly cluster.
Oh yea, I switched to Master difficulty, and then decided that me and Napoleon should raid the shit out of the Merc base(because the game crashes when they let me in) and...
