Halo 2 was crappy.
The first Halo was the ADD Generation's Goldeneye. After that, Halo became Mediocre. They thought Hey this was a hit, let's see how long we can keep making it and then releasing it for money. Call of Duty did that and have got REALLY bad about it after Call of Duty 2, Medal of Honor is now officially going down that same track, Halo has long been on it. Because they're not an internal studio dumbass. They were with Microsoft, but now they are independent again. They also were independent for ODST and Reach.
Of course it's highly dependant on what you view as "high quality", in a way Bungie makes a higher standard of quality than nearly any other developer I've known of. But it's really hard to say they're the only high quality independent developer even with such a high standard.

Half-Life 1 and its Expansion packs are you playing through the story's events as a different person. Halo, meanwhile, has you play as Mary Chief, all day, all the time (well, except for Rookie, but he might as well be Master Sue in different armor who has much less strength, and the Arbiter, who is Master Chief the Sue but with a starfish for a mouth). I rather enjoyed the levels in Halo 2 where you play as the Arbiter and you get to see the game from another perspective, but you never really overlap with the main story besides letting the humans nab whatever macguffin they need to, and once you finally meet up with Master Chief, a giant zombie space plant tells you to help eachother. Not really good storytelling if the first thing you do with two overlapping storylines with two completely opposite characters is to have them be all buddy-buddy.
