General RAAM was a boss, you idiot. Besides, does he need great speeches to be a good villain? No. Does he need to have shitloads of screen time in order to be memorable? No.
RAAM, to me, is the better villain here if only because his appearance overall had a greater impact on me then some old guy who sits in his tower all day.
Well I guess if RAAM wins, it'll be an easier choice for me to pick Kerrigan.

I for one am supporting The Joker and Darth Vader. Yeah they're not purely video game villains but they're both incredibly awesome. Also there have been some brilliant Star Wars games.
General RAMM is the epitome of Generic, like everything else in Gears of War and Kerrigan represents the Generic RTS sort.
Vader is a really lame villain. He's killed planets and is really angry - but in a world full of villains he's really mild.
