Well, in my opinion, some kind of drill tool would be a good replacement to bring in the steampunk vibe. Though I am not sure how it will be for the wooden pickaxe, a drill can be good for iron and so forth. I was thinking of something that looked like a gun, yet had a drill at the front.

I completely disagree. Bioshock and steampunk are very similar. A drill would be an awesome diamond pick.

Also I don't plan on doing chains. I think a fancy looking wire will be better.

I somewhat disagree. Bioshock is steampunk, definitely. But steampunk =/= Bioshock, obviously. And while I do love Bioshock, it doesn't feel right in Minecraft.

For Redwire I'd say copper pipes, rather than actual wire. Wire seems more for a digital thing.
Drill? I'd advise against it, actually, considering the animations.
You'd end up whacking the stone. With a drill.
Although, that might be pretty badass, having iron armour resemble Big Daddy/Little Sister armour...

Except for the fact that everything in Bioshock is powered by steam.
I guess I didnt think about the animation for a drill. You would simply hit the stone.
I have to agree that pipes or wires would look better for the redstone. Chains looks odd.

A little bit of an idea, but for the mobs you can try to make them look robotic. For example, how Glimmer made his Steampunk pack, though maybe make the enemy mobs look a bit more creepy, more creepy then Glimmer's.
Glimmer's is far to cluttered, murky high res things all over the place. This is turning out to be much cleaner.
Anything else need making? Maybe we should have a list.

I think Glimmars was too mechanical. Sure, some mobs should be mechanical, but I think in a steampunk world there should be some nature and natural animals/mobs.
Make the bed have victorian style quilting!
I quite liked Glimmer's use of Jack O' Lanterns as actual Lanterns. Maybe you could do something similar?
And the diving helmet was genius, I have to admit.

The sand doesn't seem to tile very well, the layered structure on both the sand and dirt don't really look that good, going with a more traditional non-layered look has always been better.
In your opinion.

it should look fine assuming that he made all of the pixels line up and stuff. I hope I can figure out what's wrong with my game before this comes out so that I can use it (Last time I installed a 32x Texture pack, my game made a weird buzzing noise...)

that would require custom modeling and that would require custom coding, which would require alot of time and skill.
