I'm pretty late on this, but why is the part about The Arbiter failing to protect Halo in spoilers in the OP? Nothing else is in tags. We've known about this since the beginning of Halo 2.

That happened to me. I was ONLINE when I played the Campaign mission (XBL Co-Op) and I was connected to Live when I recorded the clip, but it won't let me upload the vid to my fileshare. It says I was offline. Weird.
