What would you need smaller pieces of blocks for? The current block system would have lots of trouble rendering and placing them, not to mention they're impractical to the current game.

half blocks are good for smooth stairs, I dont use the stair blocks since I cant place them for shit. Their good for decorating.

But half blocks work, quarter blocks wouldn't do much except sit around looking really ugly. Think about how the cobblestone textures would render on them if this was made.

It's being halved twice, horizontally and vertically, making 8. If it was just 4 they wouldn't be cubes.

You should be able to craft support beams from shafts to make sure that bit of cave doesn't cave in.

Isn't Notch planning on giving all blocks physics eventually? That would be pretty much what you're talking about. Dunno where I heard that though, it may not be accurate.
