I don't know much of what they are saying, but I can give basic commands such as "come on" or "go away/run" or "back" or "attack X champion" or "let's go". Better than nothing.

It's because it sucks. Idiots don't realize that Stark's is better because it's 600 gold more.
It appeals to the players because of the attack speed reminds the player of themselves flailing around, doing absolutely nothing.

I always see Teemos stacking it. Or even worse Twitches stacking it. I mean, the lifesteal is great for mid-lategame Twitch, but he does not need much attack speed. If you really want it get Last Whisper at most. No sense in showering the enemy in 2.5 little papercuts per second.

Malady works on Twitch's ult so it isn't so bad (but Tiamat is infinitely better if you want to do that)

OK please explain how. I tried Tiamat once, the splash is mega-small. I was way fed though and I thought "what the heck". But maybe I was just fed enough so that I didn't see the difference.

Yep. I find that AS works ok earlygame because Expunge does more damage than auto attacking but lategame AD is best because basic attacks will do most damage. Also Black Cleaver is great with him 12 Armor reduction per hit, max 5 stacks. 60 armour reduction and with his AS that comes fast.
