There seems to be a general consensus among LoL players that Jax is underpowered. He's not THAT tough, and he takes some time to ramp up with rageblade and his ult in order to become hard-hitting.
I'd agree with Jax being underpowered. I played him for a while (I was only level ten at the time though) and did decently well, but when I switched to Garen I realized that I could help out so much more in team battles and even get more kills than with Jax.
Once again, I have 6k ip, what do i buy?

How many times can it stack? I've seen a Yi with only IE and boots have 296 AD.

Jax is way underpowered right now. He needs a near perfect laning phase and farming to get his damage up, and combat itself requires more ramp up if you build him correctly (rageblade instead of Phantom Dancers, ect). His W is nearly useless, even for farming. Counterstrike is terrible because of the unreliable dodge proc and worse considering other champs have easy CC like Xin. Not many opponents will sit there and fight him, and even with Leap you can't keep the damage ramp-up going long enough to cause decent damage
Not to mention he turns into to butter if the team has one caster/nuker. Jax needs some serious re-working right now
But anyway, I just got Kog'Maw and I'm liking him/her/it. What runes should I put on Kog and what are some general item builds? (Bloodrazor, Mallet...???)

If the enemy is a melee DPS who isn't fed and decides to sit there and fight you with auto attacks, never CC you, and never run away.

And his greatest ability, his dodge-then-stun, requires people to sit there and beat on him for it to actually work. Most abilites are undodgeable.

When I got him at level 10, that happened all the time. By lvl20 I knew Jax was very circumstantial and by 30 he is near useless
Ways to possibly improve:
1. Empower gives a slow if you hit them as you leap, that or increase the ap ratio on it to make it at least useful for farming
2. leap makes him move faster after hitting a champion, that was he can keep the damage ramp-up
3. Counterstrike needs a better proc since people rarely auto-attack you anymore. I don't care if its OP or not, Jax needs to be able to dodge magic damage (not cc though)
4. Relentless Assault needs an active ability, like all of his attacks for three seconds are his third hit. That would give him the burst damage needed to balance out his slow ramp-up
5. His passive sucks ass and needs to be changed
Also, his moves need to use less mana. His early game is one of the worst in the game and he has to carry hard in order to do ANYTHING
Do you guys have any tips for Garen?
I know he's supposed to be really beastly as a tank, but I want to play him as a DPS fighter.

Tank is much more fun, no one can kill you and your Ult one hits anyone at half health.

If you wanna spend it now, go for Mordekaiser. Otherwise, save for Vlad or Kog, which I recommend.

This is probably a stupid question, but what's scaling?
In LoL, how well his damage increases over the entire game. He has good damage early but thats about it.

Maybe for spell dodge, he has a chance equal to his dodge chance to only have a spell do base damage to him. Also for his ult maybe its active could give him a few relentless assault tasks so it's like he already ramped up a bit. And yeah his passive needs to be changed.

It's how well a champions damage 'ramps up' over the course of the match. If something does 300 base damage but has a 0.8 AP ratio it has good scaling. If something has 400 base damage but a 0.2 AP ratio, it does not.
