Never buy heroes with RP, use it for skins and boost because you'll get enough IP eventually anyway.

Telling people how to spend their money? I would point out that you cannot buy runes with Riot Points, and so if you want to save your IP for runes, you can just pay a bit of money to unlock champions fast. It seems benefical that Riot planned it this way, money can buy champs and skins, but not everything.
