they've always done that? since the beginning of the items. how the fuck should I know why they do it, but I know that theres been shitloads of them in the files that never make it into the game. anyone remember the razer sand king set that was in the files? exactly. just because somethings in the files doesnt mean it gets released, it seems like they got rid of that helm for the nightstalker set as well.
For valve items, there's no workshop process so they probably add them early to get feedback. You can see the process working with the night stalker set, as it's greatly improved now
Also I don't see anything wrong with that slardar or blood seeker item.

Not exatly fitting in a dota2 sesne but there IS method to the madness.
However the kunkka and slardar items, no chance.
Also Abbadon looks like he has a crappy toy Dalek on his head.
I think with a lot of work, the 'trident' could work, but definitely not how it looks right now, I mean smashing someone to death with a ships figurehead would look cool, but this one just looks like a doll on a stick

the idea works fine for Slardar. The execution could be improved, but that's why it's not an actual item yet.
I dunno, Bloodseeker's bear pelt actually looks good and I wouldn't mind that in the game.

Bloodseeker, no issue at all. I love throwback sets, hell i have the Sniper Rifleman.
Kunkka is just...sweet fucking LORD no. He looks like he's trying to cosplay as his ship at the annual Radiant Fancy Dress Bonanza. Gonna win that gold trophy, shipmates!
Slardar can sorta work. Hardly a good item, but he could have ripped it off a sunken ship at some point and thought "Hey, i could club people with this!". And it's still better than the Kunkka set.
Anti-Mage, iunno. They're cracked blades, look odd but nothing truly terrible. Most AM items in general are okay.
Just my opinions on the sets, stuff and things, etc.
EDIT: Oh right, and the Abaddon item looks like he cut a hole into a bucket and thought it'd protect him.
