Even though I believe this will be an awesome game, I still think I won't preorder and will wait for the community response to the game before I buy it. Had this issue before with Borderlands where I really looked forward to it and bought it close to release without researching it beforehand, and ended up getting ripped off (paid like $70AUD for it, brutal)

I really suggest you don't do this.
Not only will you not be able to use the game disc but, if the game uses Steam, you may not also be able to activate the game due to region-locks.
PC game discs aren't region locked, but I didn't even think of Steam region locking it.
