I'm liking the original Fallout so far but how come I can only shoot my pistol once before I can't anymore but all the other characters even in starting towns and raiders are able to shoot/melee twice? It's kind of annoying because if it weren't for having Ian as a companion I would be getting nowhere.

There's also perks in later levels that give you HUGE amounts of action points, along with chances for bonus turns.

While this may not appeal to everyone, I find that "gifted" is a good trait to use since you get 7 extra SPECIAL points. [/QUOTE] No they don't. You get one action point for each point of agility and then your agility is divided by two and the remainder added on. But yes, there are perks to raise it, like action boy or "bonus move" perks. Also, Fast Shot is a [I]trait[/I], not a perk. You assign it at the beginning. Fast Shot is a really tactical decision, too, because you sacrifice your ability to use limb targeting in combat.
There's the Action Boy and Bonus Rate of Fire perks, and the Fast Shot trait. With Bonus RoF or Fast Shot 6 agility will give you two shots.
Once again, Fast Shot is probably a bad idea if you plan on using two handed weapons or high powered pistols. It's good for shooting up shithead raiders and such, but if you encounter deathclaws or super mutants you'll want the ability to shoot them in the eyes and groin. With 10 agility you'll have 10 action points, you can get three levels of "bonus move" perk, you can get three levels of action boy, and you can get bonus rate of fire, so you'll be able to move 6 hexes per turn, and fire off two "aimed shots" or three generic shots. You can basically run circles around your opponent in a single turn and have enough AP left to shoot them in the face twice.

Check the NCR bases, durr. I think there's one at Ranger Station Echo. (could be wrong though) EDIT: Ninja'd, but yeah, it's level 16+, and I recommend sniping the Ranger from afar with a silenced rifle and then running away to avoid causing the NCR to hate you.

You have to make sure you get the Jury Rigging perk if you want to use the armor. I play on Very Easy, so I just use the ballistic fist to one hit stealth kill them in their sleep. If you do that, you don't gain any NCR infamy.
It might just be the Fiends, but if you kill someone while hidden then the faction doesn't turn against you, as long as it's a one-hit kill with a silenced gun/weapon, even if the person is awake.

With the silenced 10mm you can even shoot people right near their buddies and nobody will notice. Alternatively you can just kill them from extreme range before anybody detects you.
