Legion has somewhat of a sick idea that they're doing the morally right thing is what's creepy.

That's because they're all tribals who've been forced into the legion military/natives who've served their duty as slaves whilst children.

Caesar's master plan makes some sense, even if the Legion's actions are reprehensible and his immediate subordinates don't get it. The NCR is trying hard to recreate the relative safety and stability of the old world by trying to emulate the old United States. We all know how that story ended and so does Caesar: he aims to assimilate the NCR and thus derail its inevitable march towards the same decline and fall the old US suffered in the end. In other words, make a new system for the human race to live by which hasn't been proven to end in a nuclear holocaust (and which could be better suited to a post-apocalyptic world).

All I know is after walking into a town and seeing people getting frickin crucified, when the guy told me to spread the word of Caeser, I wasn't going to refuse.
I went into a house set up 3 Frag mines, shot the leader, ran inside... All the Legion followed...
After that I left Nipton with a nice new fur hat.
Is there anyway to play without steam?

You aren't seriously comparing the fall of the Roman Empire to a nuclear apocalypse.
I just think the end of one civilisation is somewhere well away on the scale from the end of all civilisations. The key to either faction, whoever wins, not fucking it up for the rest of the planet is in accepting that everything has its day. Letting go instead of deciding to destroy everything around them to spite everyone else.

He's right about the scarcity of useful items, even more so on hardcore. Never thought I'd be so frustrated to check inside a metal box only to find conductors and sensor modules or so compelled to collect tin cans and junk food.

I admit I'm wrong there, then. But Caesar does discourage the use of advanced technology and weaponry in order to achieve dominance, emphasising the strength of people over technology. It's less a question of capability, more of the willingness to use such weapons. It helps that Caesar wants to subjugate the NCR, not exterminate it.
And from what I've seen, the Legion's Caesar is certainly no Nero. He's mentally stable ([sp]even while suffering from a brain tumour[/sp]), educated by the Followers of the Apocalypse and has a powerful identity as the Legion's supreme ruler.
Caligula would let us have Mass Orgies and horse fucking and horses control the government and we fuck horses
