Well, the cartridges have always had SRAM for saves, so it's possible that each cartridge could have protection to only allow it to be installed on a single device at a time. The card can remember if it's already been installed on a device, and if it's put into another 3DS then it will see this and won't allow it to be installed.
This is just my idea though. It most likely won't be like this.

The PSP Go isn't as powerful as the 3DS, and doesn't contain 3 cameras, a 3D screen and a touch screen.

The screen is built in such a way that, if looked directly at it, both eyes of the user will see a slightly different image, which creates the 3D effect.
The install will be to cut load times.
You will need the Cart to play the game, count on it. Like a cd check basically.
They might be doing a PS Store with downloadable games though, which would be awesome.

The difference would be negligible if games were to be loaded from in-built memory. There would be absolutely no point in adding this feature to "cut down on load times". Load times have never been a problem for cartridges.

not necessarily, all of the tech blogs say you pretty much have to be totally still as anytime you go away from the center AT ALL the 3d effect goes away

they all said that just shifting to the side a bit and losing focus of the center kills it.
and if you look at the videos and all of the pictures, they all look really really still and focused on standing still, and the DSs are all lying flat on a table

i mean you don't need to be in the center of the device, but if you're looking at something and you move a bit without meaning to, you're going to lose focus of it, even if for just a second.
