Ah well, don't really know the price of DSs in US, but the VAT and such is high here. Around 250-300$ in my countrys currency that would be. Guess it was an exaggeration. So, in USA, 200 bucks?

The card can remember if it's already been installed on a device, and if it's put into another 3DS then it will see this and won't allow it to be installed. This is just my idea though. It most likely won't be like this.

The screen is built in such a way that, if looked directly at it, both eyes of the user will see a slightly different image, which creates the 3D effect.
The install will be to cut load times. You will need the Cart to play the game, count on it. Like a cd check basically. They might be doing a PS Store with downloadable games though, which would be awesome.

There would be absolutely no point in adding this feature to "cut down on load times". Load times have never been a problem for cartridges.
