It's not that hard, I had to get there is a Walter Rocket or whatever it's make is, and I had the cops on me and still did it. Just restart the mission over and over till you get a Thunderbolt, Bailey or something spawn outside of the restaurant.
Blah... Jimmy DLC save corrupted, zero plan to restart it.
Uninstalling Mafia 2 now.
