The original file for a paid game is most likely considered Warez.

And you still have to pay to get the whole stuff early, basically the same.

I always figured there were side missions for Derrick weren't there? I never bothered to try it yet but thats what I figured. Kind of like in Mafia 1 how you could sometimes visit Lucas.
If you use that free roam mod and put all the content from the DLCs that guy uploaded into the main pc folders, you can use all the shit.

It's a pretty good game, not amazing, but good. Everyone is just disappointed that it had so much potential but the devs didn't make it as cool as it could have been.
