I think TNT and maybe lava need to be removed on the two main servers until there are passworded servers, no matter where you go there is destruction and lava.
There is a anti-fire thing, that works. I was on another server and it had it.

Fire should be taken out, but explosives should stay. TNT is very hard to get without hacking, so it should be possible to craft it when the hacking is fixed.
TNT should be kept, but use in the city should be illegal, duh. I mean, TNT is useful after all.
So, basically what you guys want. Is a real-working roleplay(no, not /me roleplay.) with guards being able to arrest citizens if they break laws with a command? Instead of banning griefers, put them in jail for a month. THEY CAN STILL JOIN THE SERVER, T HEY ARE JUST IN BEDROCK. KEKEKEKKE.

I really like that idea. I'm not so sure about the "Citizen safe passage convoy" though. It might be difficult to find people that are willing to do it. I know that I wouldn't want to do that. You could just tell the people to go on their own and be careful.

Tnt Should be taken out. It could be put back when notch disables inventory editing.
I went into the server and found it empty than a bunch of hackers joined.
Here is the list of those in the committee, these people have the full responsibility of organizing the city.

Play with a couple of friends.
Make a random server and once MP is no longer in alpha (or when he fixes the inventory editing like you said) play in public servers aswell.
But I would prefer Inventory Saving first than Inventory Editing.
