It wasn't necessarily a lack of or worse atmosphere, it was just different.
I found the bright summer atmosphere to fit the swamps really well, but not many of the other areas.
Well, as MutantBadger so greatly illustrated, it certainly was a different atmosphere. Which doesn't mean it was inherently bad, but it didn't represent STALKER, at least, in my mind.
In my opinion you really can't go wrong with any of the games, provided that your PC is up to par with each game's requirements.
If your budget is limited, there won't be any real harm done in buying the cheapest you can find.

Oh, and as far as how scary the game is, it kind of depends. I never play scary games because I'm a weak-ass pansy when it comes to that genre. With Doom 3 being an 8 out of 10, Stalker would be a 2 in the main areas of the game (maybe you'll back into an anomaly or something and it'll startle you briefly), and a 4-6 in the tunnels/labs. I did run into a pack of bloodsuckers in Cordon in SoC one time, but it didn't frighten me at all because I could still see and shoot them even though they were camouflaged. It's mostly the scenery that does it for me.
