like this for me too. Click "Options List" and look down, you'll see your old characters then this, BUT I know I had to input a special code given in that email, which added the service.

It's not an EU server, but the only differences between NA and EU servers are the label.

Sorry, you're quite right, i ment so long as it isn't a JP server. ._. the ping difference makes a huge impact on how the game handles.
