The pictures arent always gender obvious, and i usually get combo'd with a crazy name too
Doesn't hurt to make sure by using the investigate mode.
That's why I use investigate mode on the Entry Permits passport code, since I am too lazy to check over it myself.

Normally the Passport codes don't have a minute change, like a different number in the middle of it. It'll be an entirely different number all together.

The bottom right of the screen there's a red button you can press. Click that, then click on the desk infront of you and then click on the rule in the reference book that says people need passports.
Clicking the desk represents that the person has failed to provide something needed for their approval. Then you click on the respective rule for the item they lack.
Holy shit there should be a huge red message in the OP that says "IF YOU GET STUCK READ THE RULEBOOK AGAIN YES THAT MEANS YOU PERSON WHO GOT STUCK ON THE GUY WITH NO PAPERS"
It's turning into a really bad joke.

Ha, I told my boss about this at work.
He comes back to me and tells me how the guy shows up without a passport and says "OK, here we go." He tried to shut the shutter because he thought he was trying to assassinate him, then apparently couldn't figure out how to get passed the part without help from the internet.

But yeah, rule book is the best book, always use it to point out discrepancies.

It's his job to weed out the Inept by presenting them with something that is obvious but out of the ordinary, that's why you get a Citation when dealing with him because the M.O.A is watching him and thus you.

I think the idea is that the girls are having passports and entrance info provided to them in exchange for agreeing to working in that particular club. Considering how desperate some people are to jump ship from one [del] oppressive state[/del] glorious workers paradise to another it'd make sense that some people would take whatever chance they could get.
