Can someone help me with the dating system? on the desk its year-month-day and by all means it checks out but sometimes its expired and I can't tell cause I'm 'Merican.
I didn't see the clock or the date on the counter in my first playthrough.
I thought you were supposed to keep the daily rules on the table to see the date. Which is what I did and still like doing sometimes.

I don't think it's too hard, just make sure you don't deny people for having a passport that expires later than the date it currently is.
The tickets have to be used on the same day they're brought in, so if the date is any different from the current one, deny them.
For example, a ticket with a "1982-5-5" date won't work when it's "1982-5-4"
It's so much fun, managed to keep my people warm and fed except for 2 days, but jesus you really need a bit more space to place the book.
Also, I really wanted to find out what the guy who wants to get in does next :(

actually go into inspect mode and click the clock and the date
I wish the dev focused more on random encounters rather than scripted ones, even Jorgi gets old the 5th time you play the game

I agree, cobrastan should be a real country and anyone who enters from it have to give a separate paper describing eyebrow color, face shape, wealth, sexual preference, reason to immigrate, nose hair color and favorite food. All has to be checked up to a database on the slowest computer in Arstotzka.

I assumed a communistic country with random people assigned to random jobs
I don't know about that, I'm fairly sure the sort of communist regimes that existed around the cold war era in eastern europe and russia maintained that everyone was to use their skills and talents for the good of the whole. They'd put everyone to use and make use of everyone's skills, even if that skill is just manual labor or whatever. It being completely random wouldn't make a whole lot of sense for work that requires specified knowledge or skillsets.
